The problem could be with the fog light relay in the underhood fuse box. Switch the fog lights on to see if they are working properly. Check the relay and the connections to it and replace as required.

The light on the switch coming on means that it is okay. The fog lights throught the factory wiring is a positive ground system. Not unheard of but i doubt it if all your lights work besides the fogs plus your heat and such.
If it did this is not a bcm programming issue. I would look at the original window sticker if you have it or go to the dealer with your vin and have them print you out a build sheet and see if it came with fog s.
